AP Municipal Elections-2021-Press Note
The State Election Commission issued Notifications for the conduct of elections to (12) Municipal Corporations and (75) Municipalities / Nagar Panchayats in the State. As per the election program, the activity relating to withdrawal of candidature has commenced on 02.03.2021. The last date for withdrawal of candidature is 03.03.2021 up to 3:00 P.M. The Returning Officers (Municipal Corporations) | Election Officers (Municipalities and Nagar Panchayats) shall publish the final list of contesting candidates after 3:00 P.M. on 03.03.2021.
ఆంధ్రప్రదేశ్ లో మున్సిపల్ ఎన్నికల ప్రక్రియ రచ్చ రేపుతోంది. రాజకీయ పార్టీల మధ్య వైరంతో వాతావరణం వేడెక్కింది. నామినేషన్ల విత్ డ్రా ప్రక్రియ నేటితో ముగుస్తండటంతో ఉత్కంఠ నెలకొంది. ముఖ్యంగా తమ అభ్యర్థులను వైఎస్ఆర్ కాంగ్రెస్ పార్టీ నేతలు బెదిరింపులకు గురిచేస్తున్నారంటూ తెలుగుదేశంతో పాటు జనసేన, బీజేపీలు ఆరోపిస్తున్నాయి. ఈ క్రమంలో ఎస్ఈసీకి కూడా ఫిర్యాదు చేశారు. ఈ ఫిర్యాదులపై స్పందించిన ఎస్ఈసీ నిమ్మగడ్డ రమేష్ కుమార్ మరో కీలక ప్రకటన చేశారు. నామినేషన్ల విత్ డ్రా ప్రక్రియను వీడియో తీయాలని ఆదేశించారు. ఎన్నికల రిటర్నింగ్ అధికారులు బలవంతపు ఉపసంహరణలను ఆమోదించడానికి వీల్లేదని స్పష్టం చేశారు. విత్ డ్రా చేసుకునే అభ్యర్థి స్వయంగా వస్తే తప్ప.. ఇతరుల జోక్యానాని పట్టించుకోవద్దని స్పష్టం చేశారు.
ఈ అదేశాలను జిల్లా కలెక్టర్లతో పాటు ఎన్నికల అబ్జర్వర్లు, రిటర్నింగ్ అధికారులు, ఇతర సిబ్బంది తప్పకుండా పాటించాలని నిమ్మగడ్డ పేర్కొన్నారు. రాష్ట్ర వ్యాప్తంగా బలవంతంగా నామినేషన్లు విత్ డ్రా చేయిస్తున్నారని ప్రతిపక్షాలు ఆరోపిస్తున్నాయి. కొన్ని చోట్ల అభ్యర్థుల ప్రమేయం లేకుండానే ఇతర వ్యక్తులే బలవంతంగా నామినేషన్లు ఉపసంహరించుకున్నారన్న విమర్శలు కూడా వచ్చాయి.
The Commission has been receiving several complaints from political parties and candidates with regard to the withdrawal of candidatures under duress, coercion, inducements, etc. Representations have also been received from several quarters expressing apprehensions about the possible forced withdrawal of candidatures.
The Commission viewed the incidents very seriously and stern action shall be initiated against those who involve in such electoral malpractices. The Collectors & District Election Authorities and ROs / EOs are instructed to follow due diligence. The ROs / EOs shall not permit withdrawal notices mechanically under any circumstances and shall not accept them from any third party deviating from the rules prescribed. The Commission also ordered that the activity relating to withdrawal of candidature shall be video graphed by the Returning Officers / Election Officers and such footages shall be preserved as an election record.
Further, the Municipal Commissioner, Proddatur proceeded on leave from 01.03.2021 to 31.03.2021 and therefore she has been detached from the election duties. Incharge arrangements have been made placing the Assistant Commissioner, Proddatur Municipality in a full additional charge of the post of Municipal.
