The following officers of DTA and APCFSS have participated in the workshop for finalizing the simplified form of eSR format to collect the data of employees of five HODs in the Finance department, FIN Dept. of Secretariat for pilot implementation of HCM module. Smt. K.Padmaja, Additional Director 0/o Treasuries and Accounts dept welcomed the gathering. Later J.V.N. Rajanikanth, DD, O/o DTA informed that the gathering shall participate in the discussions and shall finalize the simplified proforma for capturing eSR data.
Sri.A.Siva Prasad, Additional Director lead, HCM module explained about the eSR, HCM module and e-Service Rules module which are to be rolled out as a part of Phase-2.

During the discussions, the following suggestions are finalized

a) The events in the service of a particular employee shall be entered by establishment & Account sections. A view facility shall be given to the employee for confirmation. Then DDO will endorse the final confirmation of the data.
b) the gathering has opined that there are so many errors in the employee personal details like Name, Spouse Name, etc., and requested to give edit facility or correction facility through HRMS screen.
c) In the initial appointment particulars, it is proposed to add the field consolidated pay also along with various PE-C. details.
d) In the automatic advancement scheme details, SGP, SPP-IA, SPP-IB, SPP II are given. Another field SPP-I is proposed to be added.
e) Apart from AAS, a career advancement scheme in respect of employees in UGC scales is proposed. f) In the change of Pay event, 6(g)(i) and preponement of increment are proposed to be included.
g) In the change of Pay, the stagnation increments field is also proposed to be appended.
h) In the list of Interest-bearing loans/advances, Festival advance, Spl. Festival advance is present and they need to be deleted from the list.
i) In the loans section, separate rows may be provided for capturing the installments of Principal and interest recoveries.
j) The word GPF details may be replaced by PF as it includes ZPPF, Class IV GPF also.
k) The entry of CPS details month wise may be made optional as the data is not confined to one DDO and may spread across many DDO's due to employees transfer.
l) In the afternoon session, the extensive discussion is carried out to finalize the shorter format of eSR and the proforma proposed is enclosed herewith.
The meeting concluded at 6:00 PM in the evening in a positive note
m) A simple demonstration is given on the service rules module also to the gathering. In the concluding remarks, the DTA emphasized the importance of HR cells in every unit of Treasury and alerted the staff for timely completion of the data entry before 13.01.2020 for the successful rollout of the module.
n) The development team assured that the changes proposed would be included and the final application would be readied by 9" Jan 2020.
o) The HOD's/DDO's of 5 pilot departments should fill in the proforma for each employee, get it signed by the employee/DDO and HOO and start data entry in the screen(s) enabled by APCFSS immediately.
p) G.Achyuta Ramaiah, DD, APCFSS, and G.Veeranjaneyulu, CAO, CPR clarified the doubts of members on passing the bills of village secretariat employees.
q) P.Sreenivasulu Naik, JD emphasized the necessity of uniformity in audit among various treasury officers in the state.
