Procurement and supply of chicken eggs under Mid-Day Meal Scheme and Integrated Child Development Services

ORDER:
1. In order to avoid classroom hunger, to increase school enrolment, to increase school attendance and to address malnutrition the  Mid-Day Meal  Scheme is implemented in the  State.  In the State of  Andhra Pradesh, nearly  36.10 lakh students of  I to X classes are being served Mid  Day  Meal every year.  As per existing norms, chicken eggs are to be provided for five days per week per child under the MDM  scheme.
2.Integrated  Child  Development  Services (ICDS)  scheme for early childhood care, aimed at health, nutrition  &  development needs of infant children, Pregnant and Lactating mothers. As supplementary nutrition,  chicken eggs are being supplied.
3. In the reference  4th  read above,  permission has been accorded to the Commissioner of  School  Education to cancel the existing egg tenders in view of supply of poor quality permitted to call for tenders afresh by incorporating modified tender quality &  Monitoring standards,  eligibility conditions in tender document as mentioned in the reference 3rd read above and finalize tenders in a 2  months period for procurement of chicken eggs under MDM  scheme.  Till then,  procure chicken eggs from the existing suppliers.
4. In the reference  5th  read above,  the Commissioner of  School Education has submitted that at present, chicken eggs are being procured from the agencies,  by the District  Purchase  Committee duly calling open tenders. The cost of the egg is being paid as per the rates published by NECC  uniformly, but the transportation charges alone are being decided by the  District  Purchase  Committee.  It is noticed from the existing system of procurement that there is irregular supply of eggs by the agencies,  which defeats the purpose meant for and undue rates of transportation charges causing huge financial loss to the Government. Under existing Tender terms and conditions, the Purchaser reserves the right to cancel the tender at any point of time without assigning any reason thereof.
5. In order to avoid such redundant loss to  Government and for the continuous supply of chicken eggs,  the eligibility criteria are revisited for the procurement of eggs to enable the number of bidders, especially the  Poultry Farmers to participate in tenders. It is further decided to procure chicken eggs at  Divisional  Level  (Educational Division)  to minimize the transportation charges.
6. In  view of  the above circumstances and after careful examination of  the entire issue,  Government  hereby  cancel  the existing district-wise tender  for procurement of  chicken eggs under  Mid-Day  Meal Scheme and ICDS  Scheme  and permission  is accorded  to the  Commissioner  of School  Education,  A.P.  to  float a new tender  for  procurement of  eggs under  MDM scheme  and ICDS with  the  following eligibility criteria:
(a)  The project area (a division  of supply) of the Tender shall be the Educational  Division.
(b)  The method  of  quoting  of  price shall  be  the discount  proposed  to be  agreed  on  monthly average NECC price of  egg  and transportation  charges. The bidder,  who proposed to give a maximum discount on the monthly average  NECC price of a chicken egg and fewer transportation charges,  shall be considered as L.1 bidder.
(c) Selection of eligible bidder(s) and award of contract shall be pure as per Reverse Tendering  Process,  terms/guidelines,  issued by Government from time to time.
(d)  Periodicity for the supply of eggs at the doorstep of  AWCS  and  School points shall be once in 10  days irrespective of the tribal, rural or urban area.
(e) The minimum weight of a chicken egg shall be  50  grams. Chicken Eggs shall be supplied in paper-pulp trays @  30  eggs per tray.
(f)  The composition  of  Tender Procurement  Committee at  Division level is:
  • Joint  Collector of the District  (Chairperson/  Chairman).
  • District Educational Officer  (Convener)
  • Project  Director,  ICDS
  • Deputy Educational Officer of the  Division
  • One  Mandal  Educational  Officer nominated by the  DEO
  • Head  Master of the  Educational  Division nominated by the  DEO
  • One  Officer from  Transport Department nominated by the  Joint Collector.
7. The Commissioner of  School  Education shall take immediate action for floating  Tender at Divisional  Level for the procurement of chicken eggs.
8. The  Commissioner,  Women Development and Child Welfare shall co-ordinate with the  Commissioner of  School  Education in this regard.
